Well you can mount the image file with a program like daemon tools:

Then you'll have a virtual cd mounted. From here, there's usually a folder called MPEGAV or MPEG2 under this fake cd drive, and inside will be a .dat file (which can be renamed to .mpg) or a .mpg which is MPEG2.

When i'm converting a vcd to avi, i usually just mount, grab the mpeg, use TMPGenc file>tools and the last tab to multiplex the cds together. Then i use a program that comes with gknot to create a d2v file, and then treat it like any other dvdrip.
If you can't be bothered re-encoding, i'm sure if you just put the mpg files on a DVDr iso, if you've got a standalone that can play avis it will probably have no problem playing mpg files either
