You can extract the file with isobuster or similar and them burn the avi as usual.
Or use nero and burn the bin file.

Youknow you can play directly bin file with VLC Just drop it on the player and it will play it ;)

.bin, .cue as in SVCD?

Well you can mount the image file with a program like daemon tools:
http://www.daemon-tools.cc/dtcc/downloa ... ry&catid=5
Then you'll have a virtual cd mounted. From here, there's usually a folder called MPEGAV or MPEG2 under this fake cd drive, and inside will be a .dat file (which can be renamed to .mpg) or a .mpg which is MPEG2.

Just follow any guide for converting SVCD to DVD or to avi:
http://www.videohelp.com/convert

When i'm converting a vcd to avi, i usually just mount, grab the mpeg, use TMPGenc file>tools and the last tab to multiplex the cds together. Then i use a program that comes with gknot to create a d2v file, and then treat it like any other dvdrip.

If you can't be bothered re-encoding, i'm sure if you just put the mpg files on a DVDr iso, if you've got a standalone that can play avis it will probably have no problem playing mpg files either :)
