Friend Slots and TBH v4

Do friend slots not count as upload in TBH v4 ?
Recently, If I assign a friend slot, that person gets ~75% of my bandwidth (which is good), however my downloads drop to the point they would if I had set my upload to the remaining 25%, why is this??
Has this changed, because I'm sure it didn't used to to this :matrix:

AFAIK it happens on TBH and you either have to restart your client (friend slots remain assigned) or just wait half an hour and it'll come back to normal.
