Thats normal, lowid (firewalled) computers can't act as a server since nothing can reach them from the outside, they must be the one initiating the connection..
As a lowid client, when someone wants to connect to you, they have to go via the server you're connected to and the server forwards the request to your client.
If both of you have lowid, you can communicate via the server, but server operators doesn't allow filetransfers between you for obvious reasons, that would put major load on their bandwidth.
