Means quite literally, its trying to send a mail but the mailserver wasn't responding. Meaning it was probably down. The reason it only does it on some is some fruit cakes have that crappy reply notification stuff checked, whilst the majority have more sense (since there's no point getting mails about sites you visit every day anyways, unless its some major thread or something I suppose)
Anyway, those kind of errors just mean that mail server isn't responding which isn't a site problem.
If you get 'Critical Error: Could Not connect to database' that means that MySQL is down, and if you get a parse error, then that's a page with an error in it (ie. that's physically a problem that needs fixing)
