I'm looking for a program that will split a stereo mp3 into 2 channels & then be able to clone the chosen channel thus making a mono mp3. Any ideas ?

I might have read it wrong, but you want to split a mp3 which is in dual channel stereo into two seperate single channel tracks, then clone one of the single channel tracks so that it is then dual channel?
Well you can select a left or right channel in a stereo mp3 and then copy it between left or right or cut it in GoldWave.
Why would you want to double up the left or right channel? Why not merge the left and right channels and keep it single channel mono? Again, GoldWave can do that.

I've got another chinese horror that has a bad audio on it. the right channel is not timed with the left so I want to cut one off & clone it so it doesnt echo like it is doing at the minute.

I presume the mp3 file is a movie soundtrack in stereo with one language in the left channel and another in the right. That would explain why you want to split it.
I've come across these once or twice before and they're a bit odd.

LOL nope. same audio in both channels but timed wrong believe it or not. only a few milliseconds but enough to echo.

That's often done on VCDs from Hong Kong.

yup, i've had to do the same for any VCD rips i've ever released. Languages are usually cananese on right and mandarin on left iirc.
You use goldwave to delete one, clone it then make it mono (single channel mono is usual in this situation, not keeping cloned left and right channels)

I loaded up the mp3, went into edit, select stream, right channel, then edit, save as & it made a mono mp3
