I require speed, quality and lack of effort to rip a DVD9 to DVD5.

What's the best approach to this these days? I'll need to decrypt, rip, transcode/encode, repack and burn; preferably with a low chance of encoding glitches.

I haven't reduced a DVD9 in ages, it's like going back in time. The last one I did was with DVD Rebuilder a couple of years ago now, with a 2 (or was it 3 pass CCE encode). In saying that if you get rid of all the crap on a DVD these days you may well be able to get the movie out at DVD5 size.

AnyDVD + DVD Rebuilder using QuEnc for speed (it's better than DVD Shrink), HC for good quality (it's as good as X CCE passes) or ProCoder 2 for best quality (but it's slow) + ImgBurn.

Once you have DVD Rebuilder and all the encoders the rest is just a 2 or 3 clicks procedure.

is it possible convert dvd9 to dvd5 with all menus? in both discs

yes, of course. I wouldn't bother though since, well extras are extras and the movie is what I want; but that's what pretty much every piece of software will do to varying levels of quality. DVDrebuilder lets you drop streams with the menu, or keep it all intact, or whatever.
