Is IBM going to annulate Moore's law that CPU double speed every 18 months?

They are saying one thing and comparing another. They do this shit alot(The Register). They are comparing CPU performance to system performance. Moores Law has nothing to do with system performance, just semiconductor performance.

CPU performance is not increasing more than the usual amount. We returning to the 24 month period for processor performance doubling of the 70s & 80s.
