The resolution is worse than a VCD... resolution of a VCD is 352 horizontal.
This unfortunately means it looks more like a vcd rip than a dvd rip too.
When you shrink the resolution so much, when you rescale it back up it looks nothing like a dvdrip at all, very badly microblocked

Tis why you need to aim for 512+ resolutions from dvdrips, else it degrades the source too much. When you get that low, its impossible to attain DVDrip status.
That's why its classified as a nuked dvdrip, its vcd compatible resolution.
