One week ago my upload dropped from 14 to 1 kB\s ,i?v tried every possible tweak,changed of version 4 times ,disconncted the firewall,but the problem continues,made a test with the BitTorrent and the upload seems normal,only with the eMule is hapenning.
Anybody knows what is hapenning or with the same problem?

Try changing port from default to something else. Lots of isp's here recently began throttling known p2p ports.

It?s the same thing.. :( ,but it seems that i?m not the only one, in the eMule forum they are discussing this too but no solutions... :(
