Are credits specific to how many people you've uploaded bits to of the file you're downloading or is it how much you've uploaded overall?

Both are true if i'm reading correctly.
The remote client keeps track of your credits (and vice versa)
If you upload a bunch to client1 and nothing to client2, client2 still sees your client as having uploaded nothing
