For high quality deinterlacing, I'd use something like this in the AviSynth script (made for your clip):

I cannot recommend a custom matrix, because I always pick it according to the compressability of the clip. I pick a bitrate, run a compressability check in Enc (with certain Xvid settings), then adjust my Xvid settings accordingly and pick a custom matrix. Although in about 60% of my rips I use
eqm_v3ulr_rev3.xcm. This matrix is meant for the typical low bitrate, less than 50% compressability rips. Other picks are eqm_v3hr.xcm and Didees SixOfNine.cqm, but they're meant for higher compressability and/or higher bitrates.
