Just installed Norton Antivirus and Norton Internet security 2004 versions, thinking I'd be better protected. I find however that my mule is suddenly giving me much lower speeds.

I gave emule.exe full access, but when I see the statistics I can always see inward connections being blocked. The speed gets much better when I disable Internet security.

What obscure setting have I missed?

Are you checking your port config in your firewall?Need the ones open that you are using.I got nortons 2003 and I can tell you that it is great for protecting your pc but shitty for running alot of progs with it since it seems like it is near impossible to totally disable.Especially if you are running XP.Just my experience here,nothing set in stone,I am sure others have no complaints.

I don't use any Symantec products anymore. There are many great alternatives that work better.

Defragmentation=Diskeeper
Spy Removal=Webroot Spy Sweeper
Antivirus=AVG (freeware, but really great)
Firewall=Tiny/old Kerio

As for the rest - t's easy to find, you just have to look around. Visit some homepages and watch the screenshots, this can be very helpful.
