I have an incomplete RAR file that I've tried to download on e-mule. Is it possible to extract the files from the part file to see what is/isn't there? If so, how do I go about this.

I wouldn't have thought so, not with out par files which are pretty much newsgroup only redundancy features.

you should be able to preview it in emule and anything inside the .rar that has completed should be viewable/useable, everything that has not completed will fail to extract

The problem may be small so you can try unpacking and playing anyway.

You can extract damaged and incomplete files from rars using the "keep broken files" method http://usenethelp.abmefaq.net/WinRar.html
and you can play damaged files with http://www.videolan.org
