I'm currently using Emule Defribrillator which monitors for the existance of emule and will restart it if it crashes, however I'd like a program that will keep an eye on download speeds and restart if emule falls below a certain level for a certain amount of time.

Does anyone know of such a program?

your emule crashes? Mine has only crashed when i've actually at that time been playing around with it.

you could write a program that interfaces with the webserver of emule. just a matter of parsing html. But once again, starting and loading up does sweet bugger all, i don't understand why you'd need it.

Only time i have download hang is if my router crashes.

I'm using morphxt, try that if your having stability problems.
