Firstly, to be clear, your not using edonkey2000 are you? Everyone on this site will almost certainly be using emule:

Its a more favourable client, if your not using it, consider switching as all advice from here on is for emule more so.
Its kind of ironic really for new users, but the best way of reducing queue sizes is to upload more. Ironic because of course, being new your not going to have the stuff to upload more

However, if you make sure your upload isn't capped too low, and your putting stuff out then you'll build up some credits next to your name. Once you have upload credits, clients will favour your client in queue position and you'll get a higher position.
For emule, I would claim the following are mandatory for a new installation:
1) You have to leave emule running for substantial period of time, preferably 24/7
2) Its favourable to queue up a few number of downloads, since your chances of downloading something at a given time
You will get to the same position i'm in, having uploaded lots, my client tends to start downloads immediately on loading and takes maybe 30mins and its up to 100kb/s + speeds.
What not to do:
1) you can't just pop on emule for 5mins, you'll never get anywhere. Its meant for slow, constant usage... like a donkey, infact. Queue rotations are slow by nature though.
2) cap your upload really low, there's a ratio, not only that but the lack of uploading means you get no credit to your name
3) have a firewalled or isp capped connection, everything has to be clear and the required ports open
Make sure you have KAD on in emule, its a serverless source exchange.
