If you haven't changed anything then contact your ISP. Maybe try another computer with a cable connection. What is the signal quality of your wi-fi connection?

Run a internet speed test:
http://www.speedtest.net/

If you get lower than expected then you are:
a) consuming bandwidth (filesharing)
b) your line sync is lower, this can happen if the isp botches maintenance, or has decided to cap you

for a) check your upload and make sure you cap your upload. The problem with p2p is that it requires upload which saturates your line with ACK packets which impacts your download. Something like nntp eliminates that and you can download at line max and not have normal net overly impacted.

for b) you need to reboot your router, and if it keeps syncing lower phone your isp. its rather complicated but often the isp fucks up.

If you are on wifi, try moving to ethernet.

thanks guys, appreciate your help. signal quality says excellent, tried running the speed tests, lower than it should be. i'm wondering if my isp is capping me, even though it shouldn't. i'm going to google, reinstall, basically do anything to get my speed back, lol. i'll let you know how i get on, and thank you once again

Your isp can mess around with your speed, if you are on a noisey line, assuming its xDSL you can 'sync' at a lower speed. Also if they cock up maintenance at your exchange you can end up syncing lower than you used to do.
