Joe Spinell (Maniac) is Vinny Durand, a severely delusional and psychotic New York City taxi driver who saves his money to purchase a camera and a plane ticket to France where he plans to attend the Cannes Film Festival. His reason for doing so is his uncontrollable obsession with horror film scream queen Jana Bates (Caroline Munro). Vinny plans to make a film, "The Last Horror Film", and he intends to have Jana Bates star in it and he won't take no for an answer. Along the way people get killed, Spinell has a few of his wonderful signature breakdowns (with plenty of sweat dripping down his face), and we get to see plenty of topless chicks on beaches in Cannes.
