Yes if you want true mono, BeSweet is no good afaik. I use audition is those rare occasions i want true mono. Most ac3 mono tracks I have encountered are dual mono (2.0). Audibly there is one minor difference, and that is the phase, causing you to hear sounds directionally. A true mono will most likely be decoded to dual before it hits your speakers anyway.

Also, you shouldn't downsample under 48kHz IMO, I can hear the difference very well. Its not bad to do, though I remember sync/interleave issues in the past with 32k-44.1kHz sample rates.

Audition is slow though, but it has the best math, and you can really maximize your sound if have the time. And it has really good syncing functions, with video preview.
