I have no idea if it's true for this film or not, but...
For a lot of the low budget straight-to-dvd movies produced in the USA, the films are only made after a large buyer (such as Wal-mart) commits to order X number of copies. The decision to order or not to order is based on sample cover art. The producer will make example boxes for 20 or so film ideas and the six that get approved by the buyer are then scripted (!) and go into production.
In other words, the films that get made are the ones with the attractive poster concepts. So you bet your ass that's where the effort goes!
