Are you using standard port numbers ? Some isp's throttle traffic on some well known ports.
Or some damm IPfilter ?

My ports are 8x0y for TCP and 8x1y for UDP. I have 208560 entries in my IP filter file. So it is most likely the IP filter. If 1988 could PM me his IP (or IP range/pool) I could check upon that.
