island + deformed inhabitants + blonde haired male actor

I?m looking for a movie I saw when I was maybe 10.
Problem: the only things i remembre are that it had an island + deformed inhabitants + blonde haired male actor in it.
Probably the deformed inhabitants lived hidden somewhere and were not dangerous.
And everybody tried to conceal their existence.

I think it was from the 60' or 70'.

Any help would be appreciated.

Certainly does sound like The Island of Dr. Moreau, the blond haired actor being Michael York. 1977.

The man arrives on the island of his own will and the place is inhabited by normal people. The deformed are hidden.
He is there as a policeman or on a trip i cannot say.
The atmosphere is a bit like that of the wicker man.

And then i've seen the movie you mention and it's definitely not that one.

Just watched the trailer on video detective and I think you guessed well.
The Lead actor is not blonde haired (maybe 2 or more movies got mixed up in my memory) but everything else looks like it.
