Romulus, a newly designed billion dollar android created by the government to be
the perfect soldier, with plenty of strength but neither emotions nor a
conscience, busts out of a secret government lab and ends up in the hands of
terrorists. Led by Romulus, they commandeer the top story of a high rise
hospital and hold hostage its star patient, the Presidents daughter. Desperate
to stop the mercenaries before they kill, the government must thaw out the
frozen form of the hospitals designer, a criminal who is being held in a
futuristic cryogenic prison, desperate for his help.

Ripped from an Australian PAL DVD. The quality is far from being superb, but
that's the fault of the crappy source. This is my first rip (and most likely not
