I am so sorry! I guess that I downloaded the link from a torrent instead of the ed2k link. Huge thanks to Moerges for helping me source this.

Hey, it isn't your fault someone changed the hash. I'm happy about finding out which link to click in order to get it. Thanks for sharing!

Found you! I had missed your post earlier in the thread with the alternate link. so, for those like me who can't read...

apparently bad link:
ed2k: Peter.Rottentail.2004.STV.DVDRip.XviD-FiCO.avi  [699.26 Mb] [Stats]

apparently good link:
ed2k: Peter.Rottentail.2002.STV.DVDRip.XviD-FiCO.avi  [699.24 Mb] [Stats]

By the way, the 'good link' (699.24MB) does not seem to be the FiCO release with a different hash, but a different release altogether. Apart from the filesize discrepancy (which could have been explained), its specs differ from the ones stated in the FiCO nfo (resolution is 512x384 on the 699.24MB release).

Loverly's link:
Video Length .......: 01:10:05
Video Codec Name ...: XviD 1.1.0 Final
Video Bitrate ......: 1277 Kb/s
Quality Factor .....: 0.217 (bits/pixel)/frame
Resolution .........: 512 x 384
Aspect Ratio .......: 1.333:1
Framerate ..........: 29.970 FPS
Packed Bitstream ...: Yes
Duplicate Frames ...: No
Max. consec. B-Frms : 1
GMC ................: No
Q-Pel ..............: No

Audio Codec Name ...: 0x0055 MPEG-1 Layer 3
Audio Bitrate ......: 104 Kb/s (VBR)
Audio Samplerate ...: 48000 Hz
Channels ...........: 2 Ch

The framerate is proper, no dupe frames or ghosting/blended frames, but the righthand border isn't cropped sufficiently.

Lower Quality section (I'd propose splitting the thread and moving the FiCO post to 'Fake / Invalid / Dead Movies?')
