Any idea as to how they made it look like a scan from an old magazine? I really like those noise dots but have no idea how to impliment them!

PLEASE help! I'm sure that one of you guys is good at this kind of thing and can find me a tutorial somewhere which shows exactly how to do it.

IIRC there's a filter that does that. I can't for the life of me remember which one it is though
