I have a working wired network in the ip range of 192.168.1.xxx all machines have a static IP and all is well.

I've just puchached a wireless Network card, and I want it to be able to connect to my PocketPC and enable it to go online via the wired network (192.168.1.1) has anyone managed to do what I'm trying to and if so how??

I'm assuming the wireless card is in one of the networked PC's rather than at your router, and that the Pocket PC already has wireless capacity. If that's the case then the PC with the wireless card will need Internet Connection Sharing turned on if it's Windows based. This will make the wireless card take an address of 192.168.0.1 (there's no choice in this). The Pocket PC will then use a DHCP request to get an address from the wireless card PC and should have it's traffic forwarded to the router.

Will the switching on of ICS change the wires network to 192.168.0.xxx?

No, the wireless card interface will be the only to switch. Microsoft's ICS system is very crude. It forces the adapter in question to become 192.168.0.1 and act as a DHCP server, supporting only 4 connections. For the sake of the Pocket PC it should be fine.
